  This is the following of Mo Tzu, Chinese philosopher, 770- 221 B.C. who felt nepotism, handing out government responsibilities to your relatives is the root of poverty in society. Mozi taught if someone is capable for a task, he should be promoted regardless of blood relations. If he were incapable, even a close relative, ought to be downgraded, even if it meant poverty.



  A ruler should be in close proximity to talented people, treasuring talents and often seeking their counsel. If these talents are not discovered or understood, the country will be destroyed.



   Mohism promotes a philosophy of impartial caring, we should care for all individuals equally regardless of their relation. Confuscians believed while love is unconditional, it should not discriminate. Children should have a greater love for their parents than for random strangers.



              The following advice offers applications;


  Should the ruler be unrighteous the nation can undergo seven disasters.



   Neglect of the country's defense, while the government swims in the lap of luxury.



   When pressured by foreigners, neighboring countries are not willing to help.



   People are engaged in unconstructive work while useless bums are rewarded.



   Law and regulation become so heavy a wave of repressive fear grips people who only look after their own good.



   The ruler lives in an mistaken illusion of his own ability and his country's strength.



   And there is a lack of food. Ministers are not able to carry out their work, people are not afraid of punishment and reward does not yield happiness.
